Oversees and coordinates school programs in prekindergarten, kindergarten, child development, comprehensive early learning centers or elementary education programs for children in infancy through school-age. Employees in this class work across programs with administrators, instructional and paraprofessional staff, and parents to improve curriculum and instruction and to implement guidelines to comply with School District and governmental regulations.
Plans, develops and facilitates a variety of classroom programs; ensures congruity of activities, goals and objectives within prekindergarten, kindergarten, primary and comprehensive early childhood programs.
Develops instructional and behavioral objectives and provides itinerant coverage of various early childhood programs at scattered sites.
Visits early childhood program facilities on a regular basis to observe teachers and review the use of materials; takes note of environmental conditions, class organization and arrangement; observes relationships between teachers and children, parents and professional and paraprofessional staff; makes specific recommendations regarding the improvement of instructional activities and techniques in classrooms and workshops.
Provides technical assistance with regard to educational program planning; develops curriculum materials; maintains awareness of new trends and materials in the fields of early childhood, day care and elementary programs; adapts and prepares appropriate procedures for the dissemination of information; plans, organizes and conducts in-service staff training programs.
Meets with parent groups interested in early childhood and elementary education; discusses and explains program goals and curricula; organizes, develops and conducts workshops for parents.
Interprets and implements non-instructional policies and procedures concerning food service, health care, recreational activities, and the preparation of reports and requisitions; coordinates staff training and development activities within programs to promote optimal use of resources.
Confers with program directors, principals and administrators to discuss policies, goals and objectives; participates in proposal writing.
Master's degree program from an accredited college or university in early childhood education, child growth and development, elementary education or educational administration which has been supplemented by at least 15 credit hours in early childhood education, educational psychology or child growth and development.
Five years of full-time, paid, professional instructional or supervisory experience in an early childhood program.

Valid Commonwealth of Pennsylvania supervisory certificate in early childhood or
Valid Commonwealth of Pennsylvania certificate for Elementary Principal or
Valid Commonwealth of Pennsylvania certificate for K-12
Demonstrated knowledge of:
The modern methods, principles and practices of early childhood and elementary education.
The theory and principles of child growth and development.
The educational instruments applicable to the diagnosis of basic skills and child development deficiencies.
The resources available to meet the educational and social service needs of the young children.
The principles and practices of educational administration.
Ability to:
Organize and conduct staff development and in-service training programs.
Coordinate, monitor, refine and expand District-wide programs in early childhood education.
Effectively evaluate existing and planned early childhood programs.
Make cogent recommendations concerning continued improvement in early childhood programs.
Develop prescriptive and corrective instructional techniques and curricula on an individual or small group basis.
Exercise sound judgment in interpreting and implementing program goals and objectives.
Use a personal computer.
Communicate effectively, both orally and in writing.
Establish and maintain effective working relationships.
